MDOT Coordination Activities

In order to collaboratively address the immediate needs and requirements arising from the BRAC decisions, MDOT and its modal operations, primarily represented by the Maryland State Highway Administration (SHA), the Maryland Transit Administration (MTA) and the Maryland Transportation Authority (MdTA), have led a coordinated effort to be more responsive to the specific transportation needs around Maryland’s military installations.  

In order to identify, prioritize, and implement transportation needs in a coordinated manner, MDOT is proactively coordinating with both:

1. Military Installations; and
2. Local Governments

BRAC in the CTP: What has MDOT programmed for BRAC?

From 54 to 31: The FY 2007-2012 CTP identified 54 “BRAC-Related” projects, all under development and funded for various phases in the CTP, due to their proximity to one of Maryland’s important military installations.  Through an interactive process that incorporated local priority letters, local BRAC Action Plans, regional and local traffic analyses, and multiple priority and staff level BRAC coordination meetings with local, State and military alliances, as well as professional judgment, the Department in the FY 2008-2013 CTP has refined the list of “BRAC-Related” projects to a more concentrated list of 31 projects that directly support BRAC and are needed for access or needed to assist in access to the BRAC bases.  Some projects, while vitally important to transportation needs and growth in the State of Maryland, are no longer being classified as “BRAC-Related,” based on their proximity to the BRAC bases, because some of these projects have since been completed, or because some of these projects provide more of a regional benefit.  While BRAC growth will benefit from these regionally significant projects, these projects are important to the State of Maryland despite the BRAC changes.  Several examples of these regionally significant projects and studies, which are still in the CTP, but not considered “BRAC-Related” include the I‑270/US 15 Multi-Modal Corridor Study, the I-495/I-95 Capital Beltway Study, the Woodrow Wilson Bridge Study, the Purple Line Transitway Study and the Red Line Transitway Study in Baltimore, to name a few.

Statewide BRAC-related transportation projects

  • MARC Growth and Investment Plan ($201 million statewide)
    • New MARC passenger coaches
    • MARC Penn Line improvements
    • MARC Camden Line improvement

  • $6.8 million to Locally Operated Transit Systems (LOTS) statewide
    • For Cecil and Harford Counties (APG)
    • For Anne Arundel and Howard Counties (FGGM)

  • Assessment of Transit Needs for BRAC, including:
    • BRAC Commuter Bus Study to assess direct routes into Ft. Meade and Aberdeen Proving Ground, and associated Park and Ride lots
    • Aberdeen MARC Station Relocation Study,
    • Aberdeen MARC Station parking expansion,
    • East Baltimore MARC Station Study,
    • Middle River MARC Station Study,
    • MARC Layover and Maintenance Facility.

Fort George G. Meade BRAC-related transportation projects

  • High Priority intersection improvements
  • Odenton MARC Station - structured Parking garage with 2,500+ spaces.
  • MD 175 from MD 170 to MD 295 Planning Study. 
  • Baltimore Washington Investment Corridor Study, to include MARC Market and Capacity Analyses (Greenbelt to BWI)
  • Central Maryland Transit Facility, Ft. Meade (Howard County is the lead agency). 
  • MD 198, from MD 295 to MD 32 Planning Study.

Aberdeen Proving Ground BRAC-related transportation projects

  • High Priority intersection improvements
  • US 40 Resurfacing, MD 152 to the MD 24 Overpass
  • US 40 Hatem Bridge Deck Replacement, including the US 40 at MD 222 Intersection Break-Out Project
  • I-95 Section 100, from north of the I-895 Split to North of MD 43, interchange improvements and Express Toll (Managed) Lanes
  • I-95 Section 200, from north of MD 43 to north of MD 22
  • I-95/MD 24 Interchange Improvements at MD 24/MD 924/Tollgate Road
  • Perryman Access Study, MD 159 to US 40
  • Edgewood MARC Station – ADA Improvements and Station Building
  • I-95 Park & Ride Facilities, New Lots at MD 152 and MD 24
  • JFK (I-95) Toll Plaza Planning Study
  • MD 132 Resurfacing, MD 462 to Beards Hill Road
  • MD 755 Community Safety and Enhancement, MD 24 to Willoughby Beach Road
  • MD 152 Resurfacing, West of I-95 to APG Gate
  • Implement Bridge Replacement construction for MD 7 structure over Cranberry Run

Bethesda National Naval Medical Center BRAC-related transportation projects

  • High Priority intersection improvements
  • Locally Operated Transit Systems (LOTS) support of Ride On Local Bus Program, for bus replacements.
  • I-495/MD 355 Ramp Modification.

Andrews Air Force Base BRAC-related transportation projects

  • Locally Operated Transit Systems (LOTS) – MTA support services for Prince George’s County and Prince George’s County Local Bus Program
  • MD 4 Interchange, Construct a New Interchange at Suitland Parkway
  • MD 4 Improvements, from MD 223 to I-95/I-495 (including MD 4/Dowerhouse Road interchange)
  • Southern Maryland Mass Transportation Analysis

Fort Detrick BRAC-related transportation projects

  • US 15 – New interchange at Monocacy Boulevard/Christopher Crossing

What MDOT has planned in the coming months for BRAC

Update and revise MDOT BRAC Website periodically

Develop and implement BRACStat performance measures in collaboration with Lt. Governor’s and Governor’s offices, and attend BRACStat meetings and provide updates as required

Continue coordination activities

  • Regular coordination meetings will be held with BRAC-impacted installations and Counties on implementation of projects. 
  • Bi-weekly coordination meetings between MDOT, State Highway Administration (SHA), Maryland Transportation Authority (MdTA), and Maryland Transit Administration (MTA)
  • Periodic contact/update meetings with other modal agencies – Maryland Aviation Administration (MAA), Maryland Transportation Authority (M+
  • dTA), Maryland Port Administration (MPA), and Motor Vehicle Administration (MVA).
  • Participate in relevant meetings with stakeholders: military alliances, county/regional BRAC committees/task forces, community associations, regional planning organizations, etc.
  • OEA Grants – Quarterly Performance and Budget/Financial reporting
