What are Goals and Objectives?
The Maryland Transportation Plan (MTP) establishes a balanced set of transportation related goals and objectives for Maryland's transportation system. Goals set the strategic direction for the Maryland Department of Transportation (MDOT) and cover key policy areas, such as Safety, that are determined to be important elements for Maryland's transportation system. For each goal, Objectives, are developed which further outline how MDOT will achieve its goals, such as "reduce the number of injuries on Maryland roads."

How are MTP Goals and Objectives developed?

Development of the 2009 MTP Goals and Objectives will be guided by an Advisory Committee, with State representatives from highways, transit, tolls, motor vehicles, aviation, and port agencies. Input on the development of the transportation related Goals and Objectives will be gathered through extensive interactive consultation and coordination activities with transportation stakeholders, like you, and other State agencies, regional planning agencies and residents of Maryland.

How are MTP Goals and Objectives used and tracked in Maryland?

Document map of Goals and ObjectivesThe MTP Goals and Objectives set a 20-year vision for Maryland's transportation system and directly effect the transportation initiatives and projects in upcoming years. The MTP Goals and Objectives help guide the development of the State's six-year capital program known as the Consolidated Transportation Program (CTP). To evaluate how well Maryland is achieving the MTP Goals and Objectives, the Annual Attainment Report on Transportation System Performance (Attainment Report) tracks a set of performance measures for all modes of transportation (highways, roads, tunnels, bridges, rail, buses, water ports, airports, bike paths, and sidewalks).

Draft Goals and Objectives

Based on extensive outreach to the public and stakeholders across Maryland as well as through consultation and coordination with State agencies and planning organizations, MDOT has developed the following draft Goals and Objectives.

Goal: Quality of Service

Objectives

  • Enhance customer experience and service
  • Provide reliable and predictable travel time across modal options for people and goods
  • Facilitate coordination and collaboration with agency partners and stakeholders

Goal: Safety and Security

Objectives

  • Reduce the number and rate of transportation related fatalities and injuries
  • Secure transportation assets for the movement of people and goods
  • Coordinate and refine emergency response plans and activities

Goal: System Preservation and Performance

Objectives

  • Preserve and maintain the existing transportation network
  • Maximize operational performance and efficiency of existing systems

Goal: Environmental Stewardship

Objectives

  • Coordinate land use and transportation planning to better promote smart growth
  • Preserve and enhance Maryland’s natural, community, and historic resources
  • Support initiatives that further our commitments to environmental quality

Goal: Connectivity for Daily Life

Objectives

  • Provide balanced, seamless, and accessible multimodal transportation options for people and goods
  • Facilitate linkages within and beyond Maryland to support a healthy economy
  • Expand network capacity to manage growth
