| UCR Disclaimer: The information provided here is based on the informal interpretation of the Unified Carrier Registration Act of 2005 (“UCR Act”) and is subject to further interpretation by the UCR Board. | | All interstate motor carriers, motor private carriers, leasing companies, brokers, and freight forwarders are required to register under the Unified Carrier Registration Act (UCR). - UCR must be filed by any commercial entity that operates a truck or bus in interstate or international commerce, or makes the arrangements for the transportation of cargo and goods.
- The UCR is a federally-mandated registration program. States agree to participate to administer the program in exchange for a portion of the fees to use for safety programs.

| Maryland is not a participating state. It is not registering carriers nor collecting fees. Maryland interstate carriers, private carriers, brokers, freight forwarders, and leasing companies must register with an UCR state, thus establishing a “base state.”
| Annually you must file an UCR application and pay the UCR fees. The fees are based on the number of interstate vehicles. Annually the fee structure is reviewed and may change (years 2007 and 2008 fees are the same). The fees go to the base state to be used to for safety programs.
| Enforcement begins July 1, 2008. No credential is required to be on the vehicle. It is suggested a copy of payment receipt be kept in each vehicle to help prove compliance to enforcement. If you did not file for 2007, you must file a separate 2007 application and pay the 2007 fees. Contact your base state to determine if it is accepting 2007 applications.
