New Information Regarding Personal Net Worth 

EFFECTIVE OCTOBER 1, 2004

The passage of HB 483 in the 2004 Session of the Maryland General Assembly requires certain modifications to the Maryland Department of Transportation's Minority Business Enterprise Program's personal net worth (PNW) requirement.  This bill increased the PNW program participation cap from $750,000.00 to $1,500,000.00.  It is important to note, however, that this increase does not apply to the $750,000.00 PNW cap required by the United States Department of Transportation ("USDOT") Disadvantaged Business Enterprise ("DBE") Program.  This new requirement is effective October 1, 2004.

New Federal Regulations effective July 16, 2003

  • Disadvantaged Business Enterprises - Reporting Rules Revised 
  • Uniform Applications

The U.S. Department of Transportation has made several revisions to forms and applications used in its Disadvantaged Business Enterprise (DBE) Program in DOT Financial Assistance Programs.

Revisions were enacted on the following: uniform application and reporting forms; implementing a memorandum of understanding with the Small Business Administration; amendments to provisions concerning personal worth; retainage; size standard; proof of ethnicity; confidentiality; proof of economic disadvantage; DBE credit for trucking firms; eligibility of firms owned by Alaskan Native Corporations; clarifications concerning multi-year project goals; and, the use of the new North American Industrial Classification System.
