Contract Opportunities: Procurement at MDOT

The Maryland Department of Transportation (MDOT) procures nearly $2 Billion worth of goods and services every year.

Everything from multi-million dollar container cranes for use at our marine terminals to stickers you place on your vehicle license plates. From various services (such as construction, archeological, environmental, janitorial etc.) to commodities (such as lumber, office equipment, portable stairs to assist in boarding airplanes etc.).

It is truly a "soup to nuts" procurement organization charged with maintaining the state of the art Maryland transportation system.

The MDOT does not have a centralized procurement system. The five modal administrations and the Transportation Authority which comprise the Department:

  • Maryland Aviation Administration (MAA),
  • Maryland Port Administration (MPA),
  • Maryland Transportation Authority (MDTA),
  • Maryland Transit Administration (MTA),
  • Motor Vehicle Administration (MVA),
  • State Highway Administration (SHA),

along with The Secretary's Office (TSO), each handle its own procurements according to State mandated delegated authority. Each agency enjoys the following delegated authority:

  • construction - up to $200,000
  • equipment - up to $50,000
  • commodities/supplies - up to $25,000*
  • maintenance - up to $200,000
  • architectural/engineering - up to $200,000
  • services - up to $50,000 (non IT)
  • information technology - up to $25,000 

* The MAA and MPA enjoy higher delegation limits in commodities/supplies (no dollar amount) and services (up to $200,000).
